Dear NYIEC Delegates and Alternates and Guests,

All New York Region City, State and Federal Agencies and Public Utilities are encouraged to send representatives to participate in our first Quarterly Meeting of 2019 for the New York Interagency Engineering Council, on  Thursday, February 7, 2019.   To find more information regarding our organization, please visit our web site at www.nyiec.org or contact NYIEC Chair, Larry Osborn at the contact information below.

Building Security:  Bring an ID and check-in at the Security Desk. 

Cost: There is no cost to NYIEC Delegates, Alternates and Guests to attend this event.

Both Delegates and Alternates, as well as prospective new member agency representatives are encouraged to attend.  If the Delegate is unable to attend, please be sure an Alternate is present.  If you are no longer able to be active, please follow up within your Agency to designate a new Delegate and/or Alternate.      

Lunch Presentation Topic: The East Side Coastal Resiliency (ESCR) Project is an integrated coastal protection system that will reduce the risk of flooding and facilitate access to the waterfront, creating improved public spaces and enhanced natural areas.

Thu-Loan Dinh, P.E.

Thu-Loan Dinh is the director of NYC DDC’s coastal resiliency program, overseeing the coastal resiliency portfolio including the East Side Coastal Resiliency (ESCR) project. She manages the program’s capacity ensuring the needs of the program are met by DDC’s available resources. Each resiliency project has its own aggressive schedule and budgeting deadline and Ms. Dinh coordinates these efforts with the managing client and operating city agencies to fulfill the expectations of the project goals.

Ms. Dinh earned her bachelor’s degree in civil engineering from The University of California, Irvine. Ms. Dinh has over ten years of experience working with the private and public sectors in CA and NYC. She previously worked for The RBA Group, where she worked on capital infrastructure projects throughout New York City. Her portfolio includes design in roadway, sewer and utility reconstruction and bulkhead construction. Currently at NYC DDC, Ms. Dinh manages the design and environmental contracts for the resiliency projects, which involves implementing complex infrastructure in the City of New York. She is focusing on the resiliency and recovery needs of the city and hopes to set a precedent for DDC’s performance in future resiliency city projects.

Eric Ilijevich

Eric Ilijevich is the lead project manager for the East Side Coastal Resiliency (ESCR) project. Mr. Ilijevich manages the team’s day to day operations and ensures efficient coordination between the consultants and the city agencies. ESCR has been a part of this evolving design project since the beginning of the conceptual phase and Mr. Ilijevich reinforces the original goals and intent of the project to guarantee DDC is delivering a project that serves the community and NYC responsibly. He manages DDC’s ESCR team to guide the ESCR design smoothly into the construction phase.

Mr. Ilijevich earned his degree in Environmental Engineering from CUNY – The City College of New York, where he was active in the student chapter of Engineers Without Borders participating in potable water projects in Honduras. Before joining the coastal resiliency team at the NYC Department of Design and Construction, Mr. Ilijevich worked the NYC Mayor’s Office of Environmental Remediation, where he was the head of the NYC Green Property Certification Program.
